Letter to The Guardian today

Dear Sir

The internet has rarely been out of the news this year. Writers calling for a
UNO digital charter, child pornography, cyber terrorism and theft, rural
broadband coverage, open internet standards, privacy, spam, net neutrality...the
list is endless.

In the 1930s, one man - (Sir) Rex Leeper - created both the British Council and
the BBC World Service. These two organisations are our greatest instruments of
soft power in the world today.

It is time for UKplc to come together to replicate Leeper's work to create and
lead a world Internet policy and research institute which puts the citizen at
its heart.
